Menurut Mas Suryalis Admad, golongan pesakit-pesakit keperluan khas dalam penjagaan kesihatan gigi meliputi golongan tua, pesakit yang memerlukan rawatan gigi khas seperti pesakit luekimia, hepatitis, HIV dan lain-lain. Buat masa ini, hanya 7 buah institusi kesihatan awam di seluruh Malaysia sahaja yang menawarkan rawatan gigi untuk golongan keperluan khas.
