Music Council of Malaysia was formed in 1994 due to concert banning issue that was to be exercised or executed by the Malaysian Government.

The fore-founders of the Music Council were Persatuan Penyanyi Pemuzik Penulis Lagu Tanahair (PAPITA), Malaysia Association of Live Entertainment Promoters (MALEP), Music Union of Malaysia (MUM) and Recording Industry Association of Malaysia (RIM).

Then in November 3, 1997 the Music Council of Malaysia was officially registered.
