Dr Chang currently serves the FPMPAM Committee as the representative of the Citizens Action in Response to Emergencies (CARE). Dr Chang is a Senior Consultant Surgeon at the Gleaneagles Hospital Kuala Lumpur and Past-President of the PMPASKL.
